As part of CMS’s effort to improve quality of care, Value-Based Purchasing (VBP) measures hospital performance in the following four categories: Efficiency, Outcomes, Patient Experience of Care (HCAPHS) and Process of Care. Under the program, CMS provides bonus payments to participating hospitals that achieve high performance—and have the data to prove it. Meanwhile, it penalizes underperforming hospitals with reimbursement reductions. For FY15, the adjustment rate is 1.5% (which can average over $1 million per hospital). In FY16, the rate increases to 1.75%.
